The Abu Dhabi Quality and Conformity Council, the entity responsible for the development of a quality infrastructure in the Emirate of Abu Dhabi, has signed agreements with private sector laboratories to provide testing services in the construction sector to local government entities. The announcement was made during a press conference held in Abu Dhabi which witnessed the distribution of Certificates of Designation to 16 laboratories from the private sector.
The Abu Dhabi Quality and Conformity Council, the entity responsible for the development of a quality infrastructure in the Emirate of Abu Dhabi, has signed agreements with private sector laboratories to provide testing services in the construction sector to local government entities. The announcement was made during a press conference held in Abu Dhabi which witnessed the distribution of Certificates of Designation to 16 laboratories from the private sector.
Speaking about the initiative, His Excellency Khalifa Mohamed Al Mazrouei, the Chairman of the Abu Dhabi Quality and Conformity Council, said: “We are pleased to be working with the private sector and signing these agreements which come in line with the leadership’s directives with regards to achieving public-private partnerships which aim to create a sustainable economy based on knowledge, competitiveness, experience and diversity in order to achieve economic and social development goals.
His Excellency also stressed that these agreements come as a result of the Council's efforts to implement government directives to improve service offerings and delivery. QCC seeks, through its partnerships with the private sector, to reduce the time needed to implement new services and reduce the cost of services while ensuring a high quality of such services offered.
His Excellency Dr. Helal Humaid Al Kaabi, Secretary-General of Abu Dhabi Quality and Conformity Council, stated: "This announcement comes as part of the Council's ongoing efforts to achieve its vision of developing Abu Dhabi's Quality Infrastructure to enable distinction of the Emirates at a global level. The signing of these agreements comes in line with the Council’s mission of leading, facilitating and developing an efficient, effective and globally integrated quality infrastructure in Abu Dhabi that promotes a culture of quality, enhances industrial development and competitiveness as well as ensures consumer safety as part of its efforts to contribute to the development of a sustainable and global competitive economy.”
His Excellency added: “The private sector is a key partner of the public sector in the development of the emirate's plan to achieve a diversified and sustainable economy. Through the initiative of outsourcing testing services to our partners from the private sector, the Council seeks to contribute to an effective partnership between the public and private sectors in Abu Dhabi to ensure business continuity in the targeted economic domains.”
Eng. Abdulla Hassan Al Muaini, Executive Director of the Central Testing Laboratory, pointed out the importance of cooperation with private sector laboratories to contribute to the provision of quality infrastructure services in the emirate, saying that the outsourcing of testing services in the construction sector to competent private sector laboratories is one of the Council's initiatives to strengthen such cooperation. He stressed that through the signing of these agreements, the Council seeks to expand the scope of testing services available to government agencies in Abu Dhabi to meet their needs, adding that this cooperation aims to support the local private sector and attract foreign investment to the local testing sector. Eng. Al Muaini went on to say that the Council signed agreements with eleven different Laboratories to offer testing services in the construction sector through their fifteen branches across Abu Dhabi, Al Ain and Dubai. He also indicated that the scope of agreements could be expanded to include other sectors such as food, environment, electrical appliances and beauty products.
The outsourcing agreements were signed after identifying the testing needs of government authorities, evaluating the capabilities of local laboratories to provide the required services and their achievements of the necessary designation requirements from the Council. The designation requirements included their obtaining international accreditation in the specified areas and meeting the requirements and conditions stated in the UAE Government Cabinet Decree No. 35 of /2015 with regards to the UAE System of Control of Conformity Assessment Bodies.
