Abu Dhabi, June 10, 2022: The Abu Dhabi Quality and Conformity Council (QCC) achieved tangible positive results with its performance indicators in the first quarter of 2022 showing enhanced development of the sustainable quality infrastructure of Abu Dhabi, contributing to the emirate’s competitiveness and investment potential.
In a statement, His Excellency Dr. Hilal Humaid Al Kaabi, Secretary-General of QCC said the Council will continue contributing to the enhancement of the quality infrastructure of key economic sectors identified by the Abu Dhabi Government as priority to create an attractive investment environment in the emirate.
He said the achievements bolstered QCC’s ambitious strategy to accelerate the strengthening and developing of quality infrastructure in Abu Dhabi that will support economic growth and ensure food security, quality and safety of products in the market, thereby safeguarding consumer rights as well as supporting public and private sector businesses. QCC’s services in this context are benchmarked to global specifications and were of the highest quality standards.
In the first quarter, QCC’s conformity and specifications services sector completed requests for 27 product conformity certificates, 23 renewals and 1,384 personnel services conformity certificate renewals. In addition, 1,853 personnel services conformity certificate requests, 23 license renewal requests using the trust mark, and three license issuances to use the trust mark, and nine product registration certificate requests were also completed.
H.E Dr. Al Kaabi said the positive performance indicators also reflected the Council’s focus on developing services in the field of harmonizing technical documents and conformity services programs. It also helped measure the effectiveness and contribution of technical and impact measurement studies adopted by the Council’s sectors, supporting regulators take decisions on the development of quality infrastructure.
He added that the Council was also working on matching services for goods, people services and systems to meet the needs of government agencies based on the priorities of the emirate. It was also measuring its ability to contribute to the development of technical documents in cooperation with the public and private sectors and subsequent adoption by relevant authorities.
The performance indicators of the Emirates Metrology Institute for the first quarter of the year included issuance of 66 calibration certificates and 15 inter-comparisons, equivalent to 14 working hours, while three training programs together constituting 23 working hours were also implemented. The Council also issued 28 training certificates, in addition to providing 5 consulting services for 25 working hours.
The institute’s performance is measured on the basis of the implementation of KPIs, the most important of which is the number of national standards it has committed to maintain, and the number of services provided to national and regional metrology institutes and international laboratories, in addition to the coverage of the metrology services to government agencies for national economy’s needs. The indicators also cover measurement and calibration capabilities (CMCs) that are published on the International Bureau of Weights and Measures (BIPM) database.
Dr. Al Kaabi said the Council’s strategy is to enhance cooperation with public and private sector partner entities to build a joint cooperation system for the highest levels of quality and conformity in operational processes, thereby effecting cost and time reduction. This helps national industries enhance global competitiveness as well, he said.
QCC’s Central Testing Laboratory completed 71,620 laboratory tests that helped maintain the quality of products offered in the markets as well as materials and devices used in many business sectors. The laboratory carried out 12,429 food and liquids examinations, 54,508 for water and 78 for medicines and medical equipment. In the building and construction materials sector, 2,572 examinations were conducted, 14,434 inspections to check oils and transformers and 263 examinations on environmental samples. The laboratory checked 238 agricultural samples, 94 samples of cosmetics, and did three technical consultations.
“ A number of initiatives tracked by the performance indicators were implemented by the laboratory to improve and develop its services. One of the most significant one was the extent of the Council’s commitment to provide examination services as per its service level agreement with customers,” H.E Dr. Al Kaabi said, adding that the Council offers various types of testing services, either through the central lab, or through authorized laboratories with accuracy and efficiency.
During field visits, the market and consumer services sector inspected 22,787 products, 4,438 legal measurement tools and verified 178 packages. During the period, 11 products were recalled from the market and one product was rectified. Not even a single recalled product from the international markets was found in the local market.
H.E Dr. Al Kaabi stressed that Council plays a pivotal role in monitoring the markets to ensure products’ quality and to ensure transparency and commercial justice, and set comprehensive standards and programs that contribute to increased efficiency of businesses and workers, in line with the directives of the Abu Dhabi government to build a sustainable economy.
He said that the Council relies on the market and consumer services sector for market monitoring, including checking conformity of the legal measurement tools used, as well as in the case of mandatory requirements to be followed by health facilities. The percentage of conformity of pre-packed goods in factories and with suppliers, as well as the types of packages in the market is also checked, while conformity of restricted products with Abu Dhabi and federal norms also comes under the inspections.
